I tried to throw this together quickly this morning because there are a lot of repeat questions that come to the animal taming channel that I think the regular responders wish we did not have answer every day. I will occasionally come back here to update, if you want to add anything, reply to the post.
No for almost all pets. Only certain mounts, such as Ostards, Horses and Llamas can be transferred to someone with lower skill level than needed to control them.
Biffski shared these, they are a good base for pvm builds. Mine is a modified version of the dex tamer because I like to have tracking to avoid PKs.

Silversprout shared some other builds. I like that he generally runs a more pvp ready dexer build and uses water aspect which is less expensive than fortune or command.

My build is a little different than the ones listed above. I am mainly including to show that you can modify your build to meet what you like. I run tracking, many people say tracking is not a good skill on a tamer because it does not significantly increase DPS, but I Like knowing when reds are near and I still can farm 60-70k an hour with my build:
120 taming
120 Animal Lore
100 herding
100 Fencing
100 Tracking
100 Vet
80 Arms Lore
A beginner friendly bard build from the most well known bard tamer on the server:
100 music/provo/disco/forensic/herding, 80 taming/80 lore, 60 veterinary. 2 dps spec pack mule ant lions with a hybrid stat spread devilbat tanking
cheap newbie bard tamer setup that you can get into quick and only risk 500g loadout to pks
herding-> tracking for pk visibility and stronger barding (135 eff skill with an eminent instrument)
My current group pvp build that farms also:
120 Taming
120 Animal Lore
100 Wrestling
100 Magery
100 Med
100 Tracking
80 Eval
Note that these are suggestions based on what has commonly been recommended in the taming channel, this is not an end all be all and over time if pets change, the recommendations might also.
More important than anything below, you should try out pets yourself and use the pets you like.
Also most pets perform significantly better at level 10. You can easily get to 90 taming, which has one of the most recommended pet teams, without a pet ever reaching level 10, so sub 90 pets have not been tested as much as the higher levels. If you want to try things out and share you are welcome to, but you will not find a lot of support in the taming discord channel on taming builds sub 90, except for maybe the stealth spider pk build at 75.
This video shows that even high level content like Ossuary level 4 can be farmed by a husk crab dexer.

I had the following listed before Silversprouts awesome testing:
Devourer beetle and Wisp, often recommended for mage tamers because mana drain or mana vampire can reduce resistance for wisp DPS to go up and carrion beetle is a good tank. If you don’t like healing multiple pets, the wisp stays at range which can prevent the need to heal it if you position well.
Aegis Scropion tank and 2 bloodwolves for dps. Note bloodwolves perform best with there health below 100% when they are leveled. I don’t remember the exact percent.
Skeletal Dragon with Reef Serpent or Water Drake. The quality of these teams is kind of a heated subject on the taming channel, but some people have used and liked them, so I am including in the list.
Sandroach plus 2 acarids was my recent team I liked and used until 115.
Eldritch Drake and Arboreal Wisp – again often used by mages with mana drain or mana vampire
I have also used Wyvern plus Swamp Drake, but poison teams are backloaded DPS. These are best for fighting a lot of tanky mobs at once. Poison everything before focusing each 1 down.
Swamp Drake plus Cave Gorger. Swamp drake built a little tanky, Cave Groger goes full dps. I have not personally tested yet, but when I asked for 110 combos this was what I was usually told.
Eldritch Drake plus Bonfire Wisp
I am currently using Sandroach with 4 blood hunters and really happy with the results.
At this level, what pet is best is very circ*mstantial based on build, goal, etc. I most commonly see mages farming gold with a sandroach plus barbed prowler or sandroach plus phoenix. Note that big 4 slot pet dps is typically lower than using multiple single slots, but the 4 slot pet can take more hits, less stress on healing, etc.
Yes the Prev Vendor sells respec deeds which can respec up to 5 slots of pets. When you respec, the pet keeps its experience so a level 10 pet will still be level 10 once you pick the new upgrades.
Depending on the pet and it's purpose:
Dps melee - dex/dmg
Dps magic - 4 dex/max magic/11 eval
Tank - hp/armor/resist/wrestle
Hybrid - mixed
